New MWABP draft. (LC candidate ?)

Hello,

Here is a revised draft of MWABP:

We are hoping to get this to last call soon now so it would be helpful if we
can agree on Tuesday's call:
  a) that this draft is suitable for LC ?
  or, b) a finite list of amendments required to take this to last call.
