Yes, the Mobile Web Best Practices are still valid today.

Even though they describe an hypothetical minimum delivery context that mobile Web authors should keep in mind while developing mobile Web sites, the best practices themselves do not target any specific class of devices and are equally valid for lower-end feature phones and higher-end smartphones.

The best practices recommend to exploit device capabilities. The Mobile Web Application Best Practices document provides an additional set of statements to aid the development of rich and dynamic mobile Web applications:
