I actually discussed the matter with Tom Hume
and re-read the old links he passed to me 
before posting the comment on the CTG.

My concern is that the area of non-browsing
applications is not satisfactorily addressed.
The insertion of the special field value 
"no-transform" is not generally feasible, and
transformations are even more damaging to non
browsing content than to traditional Web
content. At least the proposed solution ensures
that transactions relying upon recommended MIME
types will not be disturbed.
