Especially for complex scripts like Chinese or Japanese, this is a crucial requirement. Working Group Resolution: The Best Practices do not set requirements on user agents, only on content; we already give recommendations on input mode for the content (see AVOID_FREE_TEXT and DEFAULT_INPUT_MODE].
