Blockchain scalability problem as less to do with the transport medium and more to do with how consensus is reached. It is a problem that as been discussed for some time and one that the blockchain community hasn't solved yet. I like the idea but I find it hard to do with only web technologies. Wouldn't it be better to start with how the web can talk, interoperate and easily use novel decentralized architectures like the different blockchain technologies out there and others like for instance ipfs?
