Proposal Schedule/Agenda for Blockchain Workshop

First pass at a possible new schedule.

The first morning exercises each day are more to get people to get to know
each other in small groups, and to set stage for later interactions.

Based on the proposals and priorities from the survey, there are 8
collaborative exercises and 4 sets of lightning talks (total 16-20
lightning talks).

Goal at end is to prioritize opportunities to work together successfully
with impact.
