Moving TaxonName to release status

Dear all,

It's been almost two years since our last discussions on the TaxonName 
type and profile <https://bioschemas.org/profiles/TaxonName/0.2-DRAFT> 
which is still in draft status.

Since then, we have 2 live deployments, including GBIF. It is probably 
time to move to a first release. In issue #309 
<https://github.com/BioSchemas/specifications/issues/309> I've tried to 
summarize the current situation and remaining open issues.

For those interested, please comment on the Github issue and let us know 
whether you are ok with moving to the release status.
