Make DataCatalog v0.3-DRAFT current

I would like us to consider making the current 0.3-DRAFT profile, a current recommendation.

https://bioschemas.org/specifications/drafts/DataCatalog/

The change from 0.2 is to correct the cardinality on the dataset property from ONE to MANY. There is also the addition of an example for the usage of the property.

Please could the steering committee reply with a +1 if they are happy with this or raise any concerns.
