Re: W3C BDCoMa Community Group Charter

I've moved the draft charter to the W3C Github space https://github.com/w3c/bdcoma-cg <https://github.com/w3c/bdcoma-cg> and initialized the readme.

Please open an issue in the W3C CG Github if you are to propose some changes to this document. It will be  validated during the next call.
