Vehicle/Data spec section on "compliance"

It has been pointed out to me that it may not be necessarily clear
what exactly is required by the spec and what is not.  Should we add a
section that describes what a minimum implementation would contain?
According to my understanding the following APIs are the required
minimum:

1. Entire Vehicle Information Access API except history
2. All Vehicle interface attributes (ie, vehicle.vehicleSpeed,
vehicle.climateControl, etc.)

Attributes on specific data type interfaces are not required.  What is
supported by the system should be accessed through the Availability
API.

Thoughts?
