In-Vehicle Best Practices breakout call

Due to W3C and GENIVI conferences and a large pile of work, I have been
remiss in scheduling breakout call for In-Vehicle Best Practices. We
thought biweekly should be sufficient and want to go with every other
Monday, alternate week of the RPC call. Most who indicated interest are
in EU and eastern NA so chose times to reflect that range. 

My preference would be the same time as the RPC call 13EDT, 19CET 
since we may pick up some people from western NA 10PDT.
