BG scoping discussion

The Automotive Webplatform Business Group (BG) is being renamed to
Autom
otive and Transportation Business Group as its scope is widening
to how
vehicle data fits into broader transportation space.

High level items currently being discussed so far for BG scope:

* VSSo - ontology on top of VSS BMW and EURECOM created
* Best Practices - for third party applications permitted to run in
vehicle and access data through VISS/Gen2
* Establish VSS/VSSo more broadly in transportation space, so far this
will consist of prototyping a graph server exposing some data publicly
to increase understanding and encourage adoption and
coordination (joint task force) with the W3C Spatial Data on the Web
Interest Group (OGC/W3C collaboration group) on other transportation
ontologies such as a new routing ontology OGC created and will be
releasing publicly soon that corresponds to their routing API they have
working on HERE, Google and OSM engines.
