Repository permission review action item

As raised on the call, I refreshed my memory with the configuration for
this repository as a couple indicated they could not handle pull
requests. While there is binding and association with your W3C account,
Gunnar was right about the Collaborators and Teams settings.

The way we have it is anyone can make a commit but only a handful,
mostly editors, chairs and myself can handle pull requests. I sent
invites to Ulf and Daniel to be added to this group. If others feel
they should be included, please let me know. Peter, you are there but
from perhaps an outdated github account so let me know what a better
current one is.
