Re: Draft Auto WG recharter

Next week we will have a presentation on Neutral Vehicles, more
ambitious than the ISO20078 activity we heard about last Fall.

We hopefully will have time to address the charter as well if we do not
conclude via GH+mail.

I am in agreement with the latest proposed changes and see an edit from
Gunnar as well as a pull request.
