My preference would actually be towards calling this community group something with both “WCAG” and “Accessibility Conformance Testing”, to both refer to the format (ACT) within which we are working, and the guidelines (WCAG) that we are writing rules for. I think it makes sense to narrow it down to be WCAG specific, since this is the one thing that everyone in this community group has in common, whether they have a background in automated or manual testing. Narrowing this community group down to WCAG would also make room for other ACT community groups that focus on other sets of accessibility guidelines, e.g. for digital publishing, without the ACT CG name already being taken.
