Update on ACTION-126: Create implementation report

I made a draft implementation report, it is in GitHub as
implementation-report.html

For entry into CR, this sort of thing is all that is needed. (To exit 
CR, it needs all the test suite results per browser as well).

The Mozilla tests seem to use a Moz-specific moxi testing api. The 
Chrome tests use a reporting API which looks as if it would be possible 
to convert to Web Platform tests API.
