REMINDER: Please review "Almost Ready" and "Potentially Deferred" issues

Hi group,

There are two groups of issues whose state will be changed tomorrow, UNLESS
you 1) flag as Needs WG Review AND 2) add a comment explaining why.

One group is the "Almost Ready for Editing" group, which will be slated to
change to "Ready for Editing" unless flagged as per the above:
