After looking at what's needed on the W3C side as far as the setup, there's
already a public-audio@w3.org user account in the W3C bugzilla, so the hook
for the github repo could just be configured to post comments as that user.
Unless for some reason the group would want the comments posted as some
other W3C bugzilla user.
