Removing AudioContext.createBuffer(ArrayBuffer, boolean) from the spec

Hi everyone,

We discussed removing the synchronous createBuffer function from the spec a
while ago and there were no objections if I remember correctly.  Chris, do
you want me to go ahead and edit the spec accordingly?
