That's not obviously stable enough to be cited as a normative reference, and you have to be sure to match the cases and terms used in that document perfectly with the cases and terms in the spec, so there's no ambiguity about how the equations and variables apply to the filters in the spec. The easiest way to fix those issues is to copy the equations into the spec and define their variables in terms of entities defined in the spec.
