ARRM in portuguese

Hello ARRM working group

First of all, I would like to congratulate the entire working group on
the excellent tool that is ARRM. It's a giant evolution in the
application of WCAG in the context of each team.

I believe so much in the power of the tool that I even started
translating it into Portuguese in parallel. I began with the tasks.

Attached is a file with this work if it is useful for future official
translations.
