Re: Current SVG AccName spec

Yes, SVG-AAM is the definitive spec for how accessible name calculation
interacts with native SVG semantics, including the SVG title and desc
elements.

I am aware that SVG-AAM probably needs an update to match the latest
ACCNAME spec. Please do file issues if you notice something out of sync, or
if you have any other concerns or confusions about the spec text.
