Please review the following PRs and add comments in the PRs as needed.

TLDR : These PRs make aria-label and aria-labelledby prohibited for authors to use on certain roles. There is a corresponding minor change to ACCNAME which requires the algorithm to ignore aria-label and aria-labelledby on prohibited roles at the root node only -  but allows the algorithm to remain the same when encountering something where naming is prohibited on other nodes in the algorithm.
