Updated LABEL role definition

I have updated the LABEL role proposal and added a categorization the ARIA widget roles into groups based on my thoughts on which roles would benefit from the encapsulation method:

I think the categorization will help the group decide which roles would benefit from the encapsulation authoring practice.
