I also see that issue 69 is still open: https://github.com/w3c/html-aam/issues/69. The HTML AAM has a comment on who wins - perhaps this can be closed? … although it is odd that is a comment with normative text in the HTML-AAM 

The ARIA spec. here is very clear on who wins over placeholder - it is placeholder.
