There are no current plans (such as, draft specs or any formal statements of intent by SVG WG) to allow arbitrary HTML in SVG. That doesn't mean this couldn't change in the future. But as presently spec'd and planned, any semantics in SVG, other than links and generic grouping, must be expressed through ARIA roles.

[Jason] One of the issues that can be expected to re-emerge in planning ARIA 2.0 is the limitation that some accessibility API roles correspond to HTML elements but have no equivalent ARIA roles. However, if Web Components become capable of implementing all of the behavior of HTML, then we’ll need ARIA equivalents for every HTML feature. (I’m leaving it open that the mechanism could be an accessibility API for the Web environment rather than, or in addition to, ARIA syntax.)
If this direction is taken, then a figure role will be justified by the need to make all significant HTML semantics expressible in ARIA, or in an accessibility API available to scripts executed by the user agent.
