That's how AXAPI works.  There is an example in the spec involving a 
<div role="text"> with three one word paragraphs:
<div role="text">
   <p>I</p>
   <p>like</p>
   <p>turtles</p>
</div>

That becomes a single AXStaticText accessible whose AXValue property is 
the string "I like turtles".

But, that doesn't answer your question, "What would having that 
accessible do?".
