ARIA-APG: Call for Tooltip subgroup

Hi all,

ARIA APG is forming a short term subgroup to design and implement Tooltip example.

  *   Drafting tooltip design pattern, issue 128<https://github.com/w3c/aria-practices/issues/128> is filed in github.
  *   Bryan Garaventa summarized the different types of tooltips in the github issue comment<https://github.com/w3c/aria-practices/issues/128#issuecomment-862808159>.
  *   The leader of the group will be Sarah Higley.
