Decision: Approve advancement of Core AAM 1.1 to PR from Joanmarie Diggs on 2017-10-23 (public-aria-admin@w3.org from October 2017)

The CfC to advance Core AAM 1.1 to PR [1] received only votes of
support. The stated caveat at the time of the CfC, that we might not
have 75% successful implementations for all platforms, has been
addressed as can been seen in the implementation report [2]. Therefore,
it is agreed as a decision of the ARIA Working Group to approve
advancement of this spec to PR.
