Decision: Approve advancement of ARIA 1.1 to PR

The CfC to advance ARIA 1.1 to PR [1] received only votes of support.
The stated caveat at the time of the CfC, that there were three tests
which lacked at least two implementations, has been addressed: As can be
seen in the less-than-2 report, there are zero test cases which lack the
required implementations [2]. Therefore, it is agreed as a decision of
the ARIA Working Group to approve advancement of this spec to PR.
