Decision "Requirements for Accessible Rich Internet Applications 1.1"

This CFC received no objections but some editorial comments. Therefore it is agreed as a decision of the ARIA Working Group to accept the changes to the Requirements for Accessible Rich Internet Applications 1.1 with the following editorial changes. 
1. Modify section 4. to match the following: https://lists.w3.org/Archives/Public/public-aria/2016Mar/0030.html
2. Modify the text "This is an Editor's Draft of the Protocols and Formats Working Group” to "This is an Editor's Draft of the Accessible Rich Internet Applications Working Group”  in the status of this Document section.
