XBL2 ready for LC

I'm about to go on three weeks' vacation. However, the XBL2 draft should 
be ready for last call.

Unless someone objects, I move that XBL2 be published as a Last Call draft 
during my absence. I recommend having at least a two months comment 
period, to allow sufficient time for people to comment on the draft. (XBL2 
is not a simple technology and it's not like we're in a rush or anything.)

We don't need to get the exact namespace in time for LC (since we don't 
want published implementations until CR, officially), but if the W3C 
agrees to the "http://www.w3.org/ns/xbl" namespace, then the following 
changes must be made prior to publication:

 1. Change all instances of:

       data:,520e273a-62ad-4528-bb1e-9652bda76d62

    ...to:

       http://www.w3.org/ns/xbl

 2. Remove " (this is a temporary namespace)" from the terminology 
    and conformance section.

If this decision hasn't gotten through the W3C yet then no worries, we can 
fix it at CR (or issue another LC). Primarily I just want us to go to Last 
Call so we can get technical comments in case there are any actual 
problems in the spec.
