The CSS WG has published an updated Working Draft of the CSS Anchor
Positioning Module Level 1:

This specification extends absolute positioning to allow a box to size and
position itself relative to one or more “anchor boxes” elsewhere on the page.
This update includes updates and clarifications from a number of issues
resolved over the last few months, including:
* Adding physical 'flip-*' keywords to position-try.
* Resolving auto margins to zero to quash UA stylesheet rules for popovers
that were interfering with 'position-area' alignment. :(
* Improving accessibility guidance based on TPAC input.
* Editorial reorganization of several sections that were hard to read!
