Decision on CfC: Update Our Decision on Publishing an FPWD of CAPTCHA

This Call for Consensus (CfC) has received only messages of support.
This updated proposal is therefore agreed to as a consensus decision of
APA, and our FPWD publication will proceed accordingly.
