Call for Consensus (CfC): Update Our Decision on Publishing an FPWD of CAPTCHA

Colleagues:

This is a Call for Consensus (CfC) to the Accessible Platform
Architectures (APA) Working Group proposing  an update to our recent
consensus decision (reproduced below) to return our 2019 Note:
"Inaccessibility of CAPTCHA," to further development as a First Public
Working Draft (FPWD).

Rather than simply republish our 2019 Note, our Research Questions Task
Force (RQTF) requests we publish a slightly updated version as noted
below. RQTF's resolution requesting this change is recorded here:

Only two changes have been made to the 2019 Note, but RQTF considers
them particularly valuable enhancements to be highlighted for immediate wide review:

*	A brief economic impact is provided noting an estimate of the
*	hours wasted annually by people dealing with CAPTCHA challenges.

*	A new section has been added where a proposal has been put
*	forward to use the W3C Authentication API to obviate any need
*	for CAPTCHA. That added section can be found here:

No other changes to our previous decision are suggested by this CfC. Our
