I was not aware of this "scroll to fragment." Looks like it's only in Chrome 80 (as you indicate). IMHO: If this is only a Chrome innovation, does APA have scope to give an opinion? We don't comment into the Chrome community. Are you asking if WHAT-WG is considering standardizing this across all browsers?
