This is a comment from the Accessible Platform Architectures Working Group, which approved this is a Working Group comment at https://lists.w3.org/Archives/Public/public-apa-admin/2019Feb/0013.html. The Accessible Platform Architectures (APA) Working Group has reviewed the POE's Use Cases and Requirements document at: http://www.w3.org/TR/poe-ucr/ We were unable to find the following accessibility use case in this document and request it be added to this document and appropriately addressed in all resulting normative specifications. Historically, similar schemes have been used to deny content access to assistive technology users, e.g. Microsoft Reader, Adobe PDF (which to this day includes a checkbox for denying AT access). POE should clearly state its intention to include alternate access technologies among its licensed uses, and require implementing technologies to insure they will not be blocked, neither intentionally nor incidentally.
