Tracker stuff migrated from PF

The migration of Tracker data from the PF tracker to the APA tracker has 
been done:

http://www.w3.org/WAI/APA/track/

The tracker IRC bots are now connected to this tracker, and you should 
use this Web interface. The PF tracker instance will soon be shut down, 
and any changes made to the data there now are likely to be lost.
