Call for Consensus (CFC): Comments on review of Data Catalog Vocabulary (version 3)

Colleagues: This is a Call for Consensus (CfC) to the Accessible
Platform Architectures (APA) Working Group testing for agreement on a
comment to Data Catalog Vocabulary (version 3)
https://www.w3.org/TR/vocab-dcat-3/.

The document was authored by The Dataset Exchange Working Group,
https://www.w3.org/2017/dxwg/.

An accessibility review was requested of the APA as part of our role
in performing horizontal review of W3C documents for accessibility
concerns.

It was reviewed by APA member Paul Grenier who made the following
comments requesting the addition of an Accessibility Considerations
section (https://lists.w3.org/Archives/Public/public-apa/2021Jan/0006.html):

1. The addition of an Accessibility Considerations section at the same
   level of Security and Privacy can help increase awareness of accessibility
   issues in data.
   2. In an Accessibility Considerations section, I'd like to see a
   recommendation to, when possible, enforce alternative text for non-text
   data resources through the DCAT profile mechanisms or systems supporting
   the creation and editing of such data. This will help applications using
   the data to conform to WCAG 1.1 Text Alternatives
   https://www.w3.org/TR/UNDERSTANDING-WCAG20/text-equiv.html.

***Action to Take***

This CfC is now open for objection, comment, as well as statements of
support via email. Silence will be interpreted as support, though
messages of support are certainly welcome.
