I reviewed Data Catalog Vocabulary (version 3) <https://www.w3.org/TR/vocab-dcat-3/> for Action 2277 <https://www.w3.org/WAI/APA/track/actions/2277> and have the following comments: 1. The addition of an Accessibility Considerations section at the same level of Security and Privacy can help increase awareness of accessibility issues in data. 2. In an Accessibility Considerations section, I'd like to see a recommendation to, when possible, enforce alternative text for non-text data resources through the DCAT profile mechanisms or systems supporting the creation and editing of such data. This will help applications using the data to conform to WCAG 1.1 Text Alternatives <https://www.w3.org/TR/UNDERSTANDING-WCAG20/text-equiv.html>.
