Decision on CfC: Spoken Pronunciation Task Force

Colleagues:

This Call for Consensus received numerous responses all of which
supported this proposal in the end, despite some early cautions.
Consequently the Spoken Pronunciation Task Force is now established by
consensus decision of APA.

I am also naming Irfan Ali as Facilitator of the Task Force.
