this ticket relates to the definition of Web Resources.
`"target": "urn:isbn:1234..."`
Is the target from the upper example a Web Resource or not?
For me it is not, but if you consider that it is a Web Resource, that 
means that you have a way to access that Web Resource using the URN, 
which will mean (according to my understanding), that the given URN is
 dereferencable.
