PS: it seems to me that you are keen of using MAY instead of SHOULD becasue of some hypotethical situations that you discussed previously, but there is no clue in the specifications about what was discussed offline. I think that the may purpose of the specifications is to be understood by the ones that read it and implement it. Ideally the ones that read it and the ones that wrote the specifications should have the same understanding of the text. If this is not the case ...
