Actually, that should probably read: "The Body or Target MUST have exactly 0 or 1 language(s) associated with it." We do not expect that it makes sense to have more than one language value, since we assume that the language property indicates what we call the 'text-processing' language for the annotation body, rather than the language(s) of the intended reader.
