Call for Consensus: Publish new WDs of Model, Vocab, Protocol

Dear all,

As discussed on the call yesterday, this is a call for consensus to publish
new Working Drafts of the existing specifications:

* Web Annotation Data Model
  Publish: http://w3c.github.io/web-annotation/model/wd2/
  To: https://www.w3.org/TR/annotation-model/

* Web Annotation Protocol
  Publish: http://w3c.github.io/web-annotation/protocol/wd/
  To: https://www.w3.org/TR/annotation-protocol/

And to publish a First Public Working Draft of:

* Web Annotation Vocabulary
  Publish: http://w3c.github.io/web-annotation/vocab/wd/
  With Short Name: annotation-vocab
  To: https://www.w3.org/TR/annotation-vocab/


Please note that there are a few minor editorial notes from Ivan, listed
here:
    https://github.com/w3c/web-annotation/issues/186
Which should not have any bearing on the CFC.   Please add any further
editorial requests to github.

This CFC will close at the end of Friday 25th of March.  Please respond
with the regular +1 / +0 / -1, with a description of the reason behind any
-1.
