Revising http://w3.org/annotation/

Hi all,

Now that 2 out of our 3 documents have hit CR and our focus for the next few months is pretty cemented, I'd like to propose that we revisit the content at http://w3.org/annotation/

I'd like to see it focused mostly on four things (and in this order if possible):
- overview/intro
- documents and their states
- implementation encouragement
- testing

I'm happy to run point on this, if that would help.

I'd like it to serve as a great landing page for folks interested in using and building on Web Annotation Data Model, Vocab, and Protocol (when that's fully baked).

Thoughts?
