Editor actions status

All,

I've updated the github drafts for vocab and model, such that there's only
one outstanding issue that has been resolved and not yet reflected there
(Lists from last week, #50, which also impacts Protocol).  I will endeavor
to get that reflected in the drafts early next week.

Please do review it (up to section 5) and create issues for anything you
find :)
