Tests pushed

As per my action from earlier today, the tests Tim developed are integrated
into WPT with PR #3509.  This is just 3 tests, but represents consensus and
is the groundwork for all the other tests.

I will ensure these tests are available on the sample server everyone has
access to, and will work with the WPT maintainers to get the PR integrated
into the main repo.
