We've tagged this as wontfix but not closed it, anticipating that the reaction will be that things haven't changed since the previous discussion and we should continue to include them. Addison and i are investigating direction questions with the Activity Streams folks at the moment, and on Thursday we are due to meet with them to discuss language. We'd like to work through these topics carefully with them before determining whether there are implications for Web Annotations.
