In https://www.w3.org/TR/annotation-model/#selectors, we say that 
there MUST be 0..1 selectors.

I think this is a bug, given the decision in 
https://github.com/w3c/web-annotation/issues/93#issuecomment-186321067
 and it should be 0..Many.  Note that all of the other specifiers 
(State, Scope, Style, Purpose, Rendering) are already 0..Many.
